ODC provides independent, third-party validation of what communities are saying and brings that insight to the teams making project decisions. Our role is not to challenge an EDO’s case or replace a site consultant’s analysis. It is to add the local context that standard due diligence misses.
Every project and community is different. A data center, steel plant, and semiconductor facility will each raise distinct expectations and concerns. Readiness also varies by municipality and site, even across nearby markets. We tailor our work to each project while following a consistent, structured process. That combination gives decision-makers the flexibility to respond to local conditions without relying on an open-ended master plan or a wait-and-see approach to community benefits.
We also serve as an on-the-ground extension of internal teams. Government affairs leaders may be managing incentives and policy across an entire portfolio, while communications teams may have strong brand and digital expertise but limited experience with community engagement and public hearings. ODC provides that specialized support on a project basis. We do not replace internal teams; we expand their capacity where and when it is needed.
How We Help
Choose the kind of help you need to see the services that fit.
Assessments & Reports

Assessments & Reports
Community Readiness Screen
A rapid trust assessment delivered as a written profile. Evaluates shortlisted communities or portfolios and flags whether deeper assessment is warranted.
Solves: Sites that score evenly on infrastructure, workforce, and incentives can still carry very different trust risk. This report surfaces that difference before it becomes a costly surprise.
Essential for: Site Selectors comparing a shortlist · Companies with their own shortlist · EDOs assessing their own sites
Assessments & Reports
Community Sentiment & Readiness Report
The full Relational Readiness™ diagnostic: a scored trust rating across all five dimensions, confidence levels, and a communication staging recommendation.
Solves: You know the community’s regulatory and economic profile, but not whether it’s actually ready for you, this tells you where you stand and exactly what to do next.
Essential for: Companies on a selected site · Site Selectors with a selected site · EDOs conducting a proactive assessment
Engagement & Implementation

Engagement & Implementation
Community Alignment Intensive
Structured, facilitated engagement for high-scrutiny projects: up to three facilitated engagement sessions (forums, workshops, interviews, etc.), stakeholder mapping, and a synthesized insights summary.
Solves: When concerns are already surfacing, this creates a real, structured space to hear them before they transition into organized opposition.
Essential for: Companies or Municipalities in active, high-scrutiny engagement
Engagement & Implementation
Community Benefit Plan
A guided planning process combining resident input with formal framework development, resulting in a public-facing roadmap.
Solves: Most communities never ask residents what they want until a company is already at the table, this gets those answers in advance, so negotiations start from clarity instead of a reactive number.
Essential for: Municipalities, EDOs, and port authorities with development-ready land who want to define expectations before proposals arrive
Engagement & Implementation
Community Landing Support
A sustained, on-the-ground communications partnership from site commitment through construction to handoff.
Solves: Your government affairs team is spread across every site you operate, and your internal comms team knows branding, not public hearings, this is the on-the-ground presence neither can provide.
Essential for: Companies with a committed site entering community engagement

Sustained Support
Community Pulse & Advisory
Landing Support ends with a handoff, so your team will be fully equipped to carry the work forward on its own. Pulse & Advisory is the light-touch option for teams who want a safety net after that handoff.
Quarterly reviews of local news, social sentiment, and new developments for early signs trust conditions are shifting, updated messaging and FAQ materials as needed, and a set number of advisory hours to call on us directly if something comes up.
Solves: Most teams don’t notice trust eroding until a resident brings it up publicly, this catches it while it’s still a quiet shift, not a visible problem.
Essential for: Teams wanting ongoing assurance after a handoff, most often following Landing Support
What We Don't Do
We don’t lobby for outcomes or advocate for a predetermined result. We don’t run ads or promotional campaigns as a default move, the way a traditional ad or PR firm might reach for a campaign first; when advertising or promotion is part of the plan, it’s because the diagnosis pointed there as a strategic decision. We’re not political operatives, and we don’t manage litigation. When you need those things, we’ll tell you, and point you to who can help.
