Before you build messaging or hold a public meeting, do you ask if the trust conditions for productive engagement exist?

Most project teams skip this question and move straight to promotion and persuasion. We start earlier, while there’s still time to understand local conditions and build a process that holds up under scrutiny.

ODC provides independent, third-party insight into what a community is saying and brings that context to the people making project decisions. We do not contradict an EDO’s pitch or replace a site consultant’s analysis. We add the local perspective that standard due diligence can miss.

Every project and community is different, so our approach is tailored to the situation. A data center will raise different questions than a steel plant or semiconductor facility. Community readiness can also vary from one site to another, even across neighboring states. We adapt our work to each project while using the same structured process for every engagement. This provides flexibility without relying on a broad master plan or waiting until concerns arise to address community benefits.

We also serve as an on-the-ground extension of internal teams. A government affairs team may be managing incentives and policy across many sites, while a communications team may have strong branding and social media expertise but limited experience with community engagement or public hearings. We provide that specialized support on a project basis. We do not replace internal teams; we add capacity and expertise where they are needed.
